91次元 Standard Response Protocols
The 91次元 uses a standardized emergency response framework to promote clarity and reduce confusion during critical incidents. Instead of learning numerous scenario‑specific procedures, individuals only need to understand a small set of Standard Response Protocols (SRP) and apply the one that best fits their circumstances.
During an emergency, University Police will issue an alert through the UM Emergency Alert System, delivered via text and email to students, faculty, staff, and visitors. Recipients should identify which of the six SRP actions is requested and follow it accordingly.
Although these protocols offer clear guidance, emergencies can be unpredictable. First responders may not be immediately available, and individuals must use their judgment to ensure their own safety—even if conditions call for a different response than the one issued.
What is the Standard Response Protocol?
The Standard Response Protocol (SRP) is an all‑hazards approach that uses consistent, plain language to guide protective actions. Similar to the Incident Command System (ICS), the SRP emphasizes clarity while allowing flexibility as situations evolve.
The 91次元 utilizes six SRP actions, detailed below.
HOLD
Stay in your location until you receive an ALL CLEAR notice.
Conduct business as usual.
ISSUED WHEN:
A dangerous situation is occurring nearby and emergency responders need everyone to stay clear.

SECURE
Get inside & lock doors. Entrances to buildings shall be locked & entry will not be allowed.
ISSUED WHEN:
A dangerous situation may exist & physical harm is possible unless action is taken.

BE PREPARED TO CHANGE PROTOCOL OPTION
LOCKDOWN
Go to a confined & defendable space. Barricade doors. Deny all others entry. Maintain silence.
ISSUED WHEN:
A confirmed dangerous situation exists & physical harm is probable unless action is taken.
ACTIVE SHOOTER RESPONSE – Avoid / Deny / Defend
CLASS OR EVENT WILL BE CANCELLED
BE PREPARED TO CHANGE PROTOCOL OPTION
EVACUATE
Leave the building. Bring your phone. Follow instructions. Know your evacuation route & an alternate.

There is a confirmed situation which requires evacuation.

Standard Response Protocol Enhancements
What are SRP Enhancements?
The university also uses four supplemental actions, known as SRP Enhancements, which are primarily applied during LOCKDOWN or SECURE responses. Although designed for these situations, these enhancements may be appropriate in other emergencies and should be used when necessary.

Understanding UM's Standard Response Protocol & Enhancements
AVOID
AVOID starts with your state of mind.
- Pay attention to your surroundings
- Have an exit plan
- Move away from the source of the threat as quickly as possible
- The more distance and barriers between you and the threat, the better
BE PREPARED TO DENY or DEFEND
DENY
DENY when getting away is difficult or maybe even impossible.
- Keep distance between you and the source
- Create barriers to prevent or slow down a threat from getting to you
- Turn the lights off and silence your phone
- Remain out of sight and quiet by hiding behind large objects
BE PREPARED TO AVOID OR DEFEND
DEFEND
DEFEND because you have the right to protect yourself.
- If you cannot AVOID or DENY, be prepared to DEFEND yourself
- Be aggressive and committed to your actions
- Do not fight fairly. THIS IS ABOUT SURVIVAL.
BE PREPARED TO AID OTHERS AS NEEDED
AID
Provide assistance to others. Render medical treatment to yourself or those around you who are injured. If someone is bleeding, stop the bleed using a bleeding control kit or by applying direct pressure.
Stay calm, continue to assess the situation, and direct others as needed.
